Business license applications and forms

These licenses are required by City Code. A business or event may need more than one application to get a license. For more information on the subject, contact the division listed on the application.
Statewide Hospitality Fee
The Minnesota Department of Health (MDH) collects a statewide hospitality fee for all food, beverage and lodging facilities each year. The fee funds statewide food, beverage and lodging program development activities. Temporary food event license holders are also required to pay this fee to MDH. Adult-use cannabis was legalized in 2023. This law established the State of Minnesota Office of Cannabis Management (OCM) as the licensing authority for adult-use cannabis businesses. Visit the Minnesota Office of Cannabis Management’s website for the most up-to-date information.
Cannabis Ordinance
Municipalities are required to allow operation of cannabis businesses licensed by the state. The City of Bloomington does not have a cap on the number of retail licenses issued. The Office of Cannabis Management will work with the city to verify zoning compliance as part of the application process with the state.
The City of Bloomington adopted Ordinance 2024-25 regulating cannabis and lower-potency hemp business registrations and Ordinance 2024-21 regulating land use aspects of medical and cannabis businesses.
Cannabis Retail Registration
Once a state license has been issued for a cannabis or hemp retailer or business, the city will provide them with a local retail registration form.
No cannabis sales are allowed without obtaining a license through the Office of Cannabis Management and registering with the City of Bloomington City Clerk’s Office.

Temporary secondhand goods dealer
As of September 21, 2017, the City adopted lifetime animal licensing with a flat fee of $25.00 per animal (cat, dog, or ferret). A license is good for the life of the animal and is non-transferable.
You must provide a rabies certificate at the time of purchase showing the animal is current on its rabies vaccination.
No household shall have more than four animals. This includes dogs, cats, and ferrets over six months old.
