City code requires that all solicitors carry a City-issued license and identification card when soliciting door to door in Bloomington.
Solicitors must operate between 9 a.m. and 9 p.m. They are not allowed to enter a property with a posted "No Solicitation" or similar sign or use aggressive sales tactics.
Nonprofit, religious and political organizations are exempt from the licensing requirement, but their representatives must abide by the same hours of operation and they must carry proper identification.
