Update Process

Over the 3-year plan update period, several informational meetings were held with the Bloomington Planning Commission, City Council, and the advisory commissions.  The purpose of these meetings was to get feedback and direction on key aspects of the plan, such as: the vision, identification of priority issues and opportunities, and goals and strategies.

Planning Commission Public Hearings - November 8 and 29, 2018

City Council held a Public Hearing and authorized submittal to Metropolitan Council - December 3, 2018

Adopted Forward 2040 Bloomington Comprehensive Plan - August 5, 2019

Optional Preliminary Review - May - October 2018

Final draft submitted for official Metropolitan Council review - December 27, 2018 

Metropolitan Council authorized Bloomington to place the 2040 Comprehensive Plan into effect. - July 10, 2019

As required, the draft Forward 2040 Comprehensive Plan update was distributed to affected jurisdictions (adjacent cities, county, school districts, watershed districts, and State agencies) on May 11, 2018.  The required six-month review period extended through November 11, 2018.  Replies were received from eleven agencies, most indicated no concerns or comments.  Any substantive comments were incorporated into the final comprehensive plan. 

The Forward 2040 team conducted numerous community outreach efforts over the 3-year update period.  A series of facilitated townhall style meetings were held in 2016 and 2017 to get input at the project outset and to solicit feedback on preliminary ideas.  Summaries of those workshops are provided below. 

Many opportunities were provided in 2018 for the public to comment on the recommendations in the draft Forward 2040 Comprehensive Plan update, as listed in the table below.
