City manager search underway

In January 2025, former Bloomington City Manager Jamie Verbrugge left Bloomington to become the president and chief executive officer of Catholic Charities Twin Cities. Assistant city managers Elizabeth Tolzmann and Kathy Hedin are sharing duties as interim city managers while the City works to identify Verbrugge’s successor.

Kathy Hedin was appointed as Bloomington's assistant city manager for external services on July 22, 2024. She brings over 20 years of local government experience, specializing in administration, human services, and public health. Prior to joining Bloomington, Hedin held several key positions in Ramsey County, including public health director, social services director, and deputy county manager. In these roles, she oversaw departments such as public health, community corrections, innovation and strategy, financial assistance services, social services, and veterans services. Hedin earned a Master of Science in Social and Community Work from Capella University and a Bachelor of Science in Community/Public Health from Minnesota State University, Mankato. She also completed the Public Service Leadership Executive Course at Harvard Kennedy School. Throughout her career, Hedin has been committed to advancing belonging and justice, collaborating with leaders, elected officials, partners, and stakeholders to deliver high-quality, responsive services that positively impact people's lives.

Elizabeth Tolzmann

Elizabeth Tolzmann is the City’s assistant city manager over internal enterprise services, which oversees Information Technology, Communications, Human Resources, City Clerk, Council Secretary,  Office of Racial Equity and Inclusion, and Community Engagement and Outreach.  Elizabeth was the assistant city manager for Bloomington previously from 2015-2017. Since that time, she has been with Ramsey County, first as the director of policy and planning before serving as the chief of staff to the county manager.  In addition to her experience with Ramsey County and Bloomington, Elizabeth was a workplace culture specialist in Hennepin County and a community engagement coordinator in Brooklyn Park. She is also an attorney specializing in immigration issues and an adjunct professor of law at University of St. Thomas Law School. Elizabeth is also certified in ToPs facilitation and Insights methodologies.
