National Standards for the Physical Inspection of Real Estate (NSPIRE) Inspection Services for the Bloomington HRA Housing Choice Voucher (HCV)

The City of Bloomington is seeking written quotes from contractors for National Standards for the Physical Inspection of Real Estate (NSPIRE) Inspection Services for the Bloomington HRA Housing Choice Voucher (HCV) program.
The scope of work for this Project shall include, but not be limited to:
• Conduct inspections for NSPIRE compliance (approximately 450 inspections annually)
Prepare and conduct education programs on NSPIRE and requirements.
• Interpret and explain NSPIRE requirements to tenants, property owners, and onsite property staff
• Prepare inspection reports, issue written orders for violations and maintain records on violations and corrective actions
• Perform annual, initial, and special NSPIRE inspections on behalf of the Bloomington HRA
• Communicate matters that are important to the City’s interest and the public’s health, safety, and welfare to the Bloomington HRA
• Maintain credentials necessary to conduct NSPIRE inspections
• Coordinate with tenants and property owners/managers to schedule inspections
• Large Properties (10 or more assisted units) conduct all inspections due in the property once per year, coordinating with the landlord to schedule their inspections that year.
• Complete inspections using Yardi Software on mobile device, utilize Yardi software for noticing and scheduling of inspections.
