The Purchasing Section coordinates most purchases of products (commodities) and services for the City of Bloomington and its departments. The Engineering Division coordinates most infrastructure construction projects. Engineering uses the RT Vision dashboard and ConneX to provide information about City projects in the planning stage, downloadable bidding documents and project management information.

Bids will be publicly opened and read aloud in the South Conference Room at 1700 W 98th St at 11:00 a.m. on Friday, April 24, 2026.

Plans, Specifications, and Proposal forms are on file and are available from the office of the City Engineer, 1700 West 98th Street, Bloomington, MN 55431, upon non-refundable deposit of a $75.  Project documents are also available at the City web site www.BloomingtonMN.gov, Keyword “Bids and Proposals” The complete set of digital bidding documents are available for downloading at no cost using the RT Vision Public Dashboard.  Users will need a ConneX account to access the City RT Vision Public Dashboard.  Sign up or Log in at: https://connex.rtvision.com/.  For technical help related to ConneX, please call 320-632-0760.

No bids will be considered unless sealed, labeled as a bid for the project, and filed with the City Engineer of Bloomington and accompanied by Bid Security, in accordance with the Instructions to Bidders (to be forfeited as liquidated damages in the event the bid be accepted and the bidder shall fail to enter promptly into a written contract and furnish the required bonds).  The Contractor is responsible for the delivery of the bid to the office of the City Engineer.  The right is reserved to reject any or all bids, to waive informalities, to award the contract in whole or in part, and to award to the bidder the City determines is in the City's best interest.

The City of Bloomington is seeking written Quotes a high-pressure compressor and purification system to supply breathing air and containment fill station to be installed at Bloomington Fire Station 1, 10 West 95th Street, Bloomington, MN 55420. 


General Project Description:
Meet the attached specification for a high-pressure compressor and purification system to supply breathing air that meets or exceeds the requirements of CGA Pamphlet G-7, Compressed Air for Human Respiration, the requirements of ANSI/CGA G-7.1, Commodity Specification for Air, Grade E, and all other recognized standards for respirable air. The compressor and the purification system shall be designed and produced by the same Manufacturer. The Manufacturer shall operate under a Quality Management System which complies with the requirements of ISO 9001:2015 for the design, manufacture, inspection, test, and service of air & gas compressors and associated spare parts for commercial and military applications. The system shall be designed for a maximum working pressure of 6,000 PSIG. All equipment shall be new and of current design and manufacture. Used or refurbished equipment is unacceptable. Specifications are subject to change without notice.

MODEL VERTECON - VEC13-E1/E3 OPEN VERTICAL 6000 PSI SERVICE
Meet the attached specification for containment fill station to refill self-contained breathing apparatus (SCBA). The fill station shall be designed for a maximum working pressure of 6,000 PSIG. The City of Bloomington’s Office of Creative Placemaking and Parks and Recreation Department, in partnership with the Okodakiciye Dakota Advisory Committee, invites public artists to submit qualifications for the design, fabrication, and installation of a site-specific sculpture at Pond-Dakota Mission Park, a site with deep Indigenous history and connections. This public art installation will enhance the park’s sense of place and identity while reflecting the history, culture, and values of the Dakota people. The design may engage with Dakota culture, history, language, the significance of the site or its connection to other culturally meaningful locations, and perspectives from past, present, or future, providing an opportunity to inform and inspire all who visit, work, and live in Bloomington.

Eligibility
This Request for Qualifications (RFQ) is open to applicants who meet the following eligibility criteria:
• Applicants must be 18 years or older who reside in the contiguous United States.
• Have demonstrated knowledge and understanding of Dakota history and culture, and experience integrating community engagement into the development of their artwork.
• Experienced public artists and artist teams who have completed or administered the budget of at least one commissioned outdoor public art sculpture with a budget of $10,000 or more in the past ten years.
• A demonstrated experience with or understanding of installations that address the climate and ecosystem specific to Minnesota.
• Finalists must have the ability to attend an interview and presentation of a design concept and approach to the project.
Project Budget - $80,000
The budget for this project is $80,000. This budget must cover all design modifications, fabrication, engineering, installation, foundations, infrastructure, site preparations, meetings, site visits, transportation of artwork, insurance, and other related expenses including expenses related to the design, fabrication, and installation of the sculpture. More information about the site and sculptural requirements will be made available to the finalists.

The city will post proposers for each project after the proposal deadline, however the awarded vendor cannot be identified until under contract with the city. Proposers are published on Bids&Tenders.
