The City is soliciting public comments on its 2026 draft Community Development Block Grant (CDBG) Annual Action Plan which will be submitted to the U.S. Department of Housing and Urban Development (HUD) in May 2026. Notice is hereby given that the City Council will, at a regular meeting of the City Council to be held on Monday, April 13, 2026, at 6:30 p.m., conduct a public hearing to consider the plan. The hearing will be held in the Council Chambers of the Municipal Building located at 1800 West Old Shakopee Road, Bloomington. A copy of the detailed budget and Action Plan is available in the Housing and Redevelopment Authority (HRA) offices between the hours of 8:00 a.m. and 4:30 p.m. until the day of the closing of public comment period. The Bloomington City Council will hold a public hearing on March 23 2026, at 6:30 pm in the Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota, or by electronic means as permitted by State law, to consider Case #PL202600012, an application by the City of Bloomington for a City Code amendment to update the City’s fence regulations related to fence height and exemptions, opacity, and fence covering materials (Section 21.301.08 of the City Code).

The Bloomington City Council will hold a public hearing on Monday, March 23, 2026 at 6:30 p.m. in the Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota, 55431, or by electronic means as provided by State law, to consider the temporary lowering of the water level on Pauly’s Pond (4900 West 84th Street) and Woodbridge Marsh (9500 Bloomington Ferry Road), in order to facilitate storm sewer infrastructure maintenance activity on the outlet control structures for each of these waters.

The Bloomington City Council will hold a public hearing on Monday, March 2, 2026, at 6:30 p.m., at the Bloomington Civic Plaza located at the 1800 W. Old Shakopee Road, Bloomington, MN 55431 in the City of Bloomington, or by electric means as provided by State law, to consider modifying the existing Tax Increment Financing (Housing) District No. 1-K (American Square Development Project) within Industrial Development District No. 1 (South Loop District) and adopt the related Modification to the Tax Increment Financing Plan therefor (the "Plan"); all pursuant to and in conformity with applicable law. Copies of the Plan as proposed to be considered at the hearing will be on file and available for public inspection at the Civic Plaza. The property to be included in the modified Tax Increment Financing Housing District No. 1-K (American Square Development Project) is described in the Plan, and represents a boundary expansion to include two additional parcels. Subject to certain limitations, tax increment from the Tax Increment Financing Housing District may be spent on eligible uses within the boundaries of the Tax Increment Financing Housing District No. 1-K (American Square Development Project) and the Industrial Development District No. 1 (South Loop District). A map of the modified district and the project area is set forth below.
