The Purchasing Section coordinates most purchases of products (commodities) and services for the City of Bloomington and its departments. When Purchasing has current requests for bids, requests for proposals or requests for information, they are posted below, along with instructions for responding. The Engineering Division coordinates most infrastructure construction projects. Engineering uses the RT Vision dashboard and ConneX to provide information about City projects in the planning stage, downloadable bidding documents and project management information.
The City of Bloomington, the Bloomington Port Authority, and the Housing Redevelopment Authority in and for the City of Bloomington (herein referred to collectively as the “City”) is seeking proposals from qualified individuals, firms, partnerships, and corporations having specific experience in the area(s) of bond counsel and are interested in providing other municipal finance legal services to the City. The City is seeking a firm that has multi-specialty resources that can be accessed, if needed, for any given transaction, and that can bring diverse experience and knowledge to support the City in its debt financing goals. The City intends to enter a five (5) year contract with the selected Consultant.

The City of Bloomington is seeking proposals for school-based youth substance use prevention programs serving the cities of Bloomington, Edina, and Richfield (BER). These programs must align with BPH’s mission to promote, protect, and improve the health of all. These programs should educate and empower students, families, and staff to address Opioid Use Disorder (OUD) and co-occurring mental health conditions. Successful programs will foster peer support, promote informed decision-making, encourage long-term recovery, and connect youth and families to community resources. Additionally, programs should also aim to reduce the impact of Adverse Childhood Experiences (ACEs) and strengthen protective factors to lower substance use risks and support overall well-being.

The selected consultant will investigate, document, and analyze the BCA’s operations and business model, including infrastructure, programming, financial performance, community engagement, facility usage, user groups and stakeholders, marketing and rentals, governance and leadership, facility and asset management, customer service and support, risk management, and overall impact.
