The Housing and Redevelopment Authority (HRA) is governed by a seven-member board appointed by the Mayor and approved by the City Council. The HRA mission is to help provide affordable housing opportunities for those who are not adequately served by the marketplace, coordinate the City's efforts to preserve existing neighborhoods and promote development and redevelopment that enhances Bloomington.

The HRA accomplishes its mission through various programs: rental assistance, housing rehabilitation loans, first-time home buyer assistance, and other development and redevelopment programs. Funding comes from federal, state, regional, and local sources. For more info check out the HRA What We Do Handout.

Notice of Public Hearing: Community Development Block Grant CDBG 2025-2029 Consolidated Plan and 2025 Annual Action Plan and Budget

The Bloomington City Council will hold a public hearing on Monday, April 14, 2024, at 6:30 p.m. in the Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota 55431, or by electronic means as permitted by State law, conducting a public hearing to consider the plan. The City is soliciting public comments on its 2025 to 2029 Community Development Block Grant (CDBG) Consolidated Plan draft and 2025 Annual Action Plan draft which will be submitted to the U.S. Department of Housing and Urban Development (HUD) in May 2025. A copy of the detailed budget and Action Plan is available in the Housing and Redevelopment Authority (HRA) offices at Civic Plaza (address above) between the hours of 8:00 a.m. and 4:30 p.m. until the day of closing of the public comment period. The Action Plan is also available for review on the City’s web site at: www.bloomingtonmn.gov/cdbg .
