Notice of Public Hearing: Community Development Block Grant CDBG 2025-2029 Consolidated Plan and 2025 Annual Action Plan and Budget

The Bloomington City Council will hold a public hearing on Monday, April 14, 2024, at 6:30 p.m. in the Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota 55431, or by electronic means as permitted by State law, conducting a public hearing to consider the plan. The City is soliciting public comments on its 2025 to 2029 Community Development Block Grant (CDBG) Consolidated Plan draft and 2025 Annual Action Plan draft which will be submitted to the U.S. Department of Housing and Urban Development (HUD) in May 2025.

A copy of the detailed budget and Action Plan is available in the Housing and Redevelopment Authority (HRA) offices at Civic Plaza (address above) between the hours of 8:00 a.m. and 4:30 p.m. until the day of closing of the public comment period. The Action Plan is also available for review on the City’s website at: www.bloomingtonmn.gov/cdbg.   

Public Comment Period and Process:

Using the Citizen Participation Process, the draft plan is available for a 30-day public review and comment period from March 28, 2025, through May 1, 2025. Written comments can be submitted by email or mail through May 1, 2025 and will be included in the documents submitted to HUD.

CDBG funding sources include a 2025 CDBG estimated allocation at $450,000, with the stipulation that the Homeowner Rehabilitation Loan program would be increased or decreased accordingly once the actual allocation amount is received, any prior year carry-over funds estimated at $330,000, previously received program income and anticipated program income estimated at $300,000 for a total proposed estimated 2025-2026 CDBG Program Year budget of $1,080,000.

  • Attend in person; or
  • Speak by phone during a public hearing by dialing 1-415-655-0001.  Enter access code TBA # and password 041425#.  Press *3 to "raise your hand" to indicate a desire to speak; your line will remain muted until it is your turn. When it is your turn to speak, the Council Secretary will call on you by the first six digits of your phone number and will unmute your line. Listen for notification that your line has been unmuted before speaking.
  • Offer testimony in advance of the meeting by leaving a voicemail at 952-563-4695 or emailing councilsecretary@bloomingtonmn.gov no later than 2 p.m. on the meeting date. Include the item number and title listed on the agenda. Include your name, phone number, and address when leaving a voicemail or email. Please indicate if you also plan to attend in person or call in during the meeting to provide live testimony.
