September 26, 2014

2014-101 PMP Street Improvement Project

  • W 84th Street (between France Avenue and Washburn Avenue)
    The final layer of bituminous has been paved and striping is complete. The only remaining work other than punch list items is the installation of the signal system at 84th Street and Xerxes Avenue. The poles for this system are anticipated to be available in mid-late October.
  • Amsden Road (between West Bush Lake Road and Southwest Terminus)
    Initial grading and placement of class 5 is complete. The Contractor has been granted a noise exception for Saturday, September 27 to start at 7am and plans to begin concrete work. Concrete work will continue early in the week of September 29. Final grading of class 5 is scheduled for late in the week of September 29 with paving of the first layer of bituminous to follow.
  • Baillif Place area (includes Baillif Place from France Avenue to Xerxes Avenue, Ewing Avenue from Baillif Place to South Terminus, Drew/Chowen/Beard/Abbott Avenue from Baillif Place to Old Shakopee Road)
    Paving of the first layer of bituminous is complete on Drew Avenue, Ewing Avenue and Baillif Place to Chowen Avenue. Bituminous driveway paving has started on these three streets and will complete early in the week of September 29. Pavement removals and storm sewer work in the remainder of the area is complete. Grading and placement of class 5 on Beard Avenue, Chowen Avenue and Abbott Avenue will continue the week of September 29 with concrete work to follow late in the week or the week of October 6. The Contractor has been granted a noise exception to begin work at 7am on Saturday, September 27 and plans to begin boulevard restoration in locations that curb and gutter has been placed.
  • Oxboro District Pedestrian Improvements (includes Lyndale Avenue from W 96th Street to south side of 9700 Lyndale Ave and W 96th Street from Lyndale Avenue to Aldrich Avenue)
    Existing sidewalk and bituminous removals are anticipated to begin the week of September 29 or October 6.

2014-102 PMP Street Maintenance Project

  • W. 98th Street (between Normandale Blvd and France Avenue)
    The Contractor will finish work and turn on the signal at Little Road the week of September 29. Once work is completed on Little Road, the Contractor will begin signal work on Toledo Road. The steel for the Collegeview signals is scheduled to be shipped the end of the week of September 29. The signals are anticipated to be turned on mid-October.
  • Killebrew Drive (between TH 77 ramp and Old Shakopee Road)
    The Contractor will begin paving Monday, September 29 at 2 AM on Killebrew Service Road along with the entrances to the mall. They will begin paving Killebrew Drive Tuesday, October 30 at 4 AM and finish midafternoon. All work is weather dependent. Striping is scheduled for late in the week.
  • E. Old Shakopee Road (between 24th Avenue to 370' east)
    Paving is scheduled for early afternoon on Monday, September 29. All work is weather dependent. Striping is scheduled for late in the week.
  • Killebrew South Service Road
    The Contractor will begin paving Monday, September 29 at 2 AM. All work is weather dependent. Striping is scheduled for late in the week.

2014-101 PMP Street Improvement Project

  • W 84th Street (between France Avenue and Washburn Avenue)

    The final layer of bituminous is scheduled to be paved on Saturday, September 20 (weather permitting) under a full closure of W 84th Street from France Avenue to Washburn Avenue. The detour route will utilize France Avenue, American Boulevard and Penn Avenue. Xerxes Avenue will also be closed at W 84th Street with a detour that will utilize W 86th Street and Penn Avenue. The closure is anticipated to reopen by the late afternoon of September 20.

    The Contractor has been granted a noise exception for Saturday, September 20 to start at 7am for this paving. Striping is anticipated to occur the week of September 22.

  • Portland Place area (includes Portland Place from 3rd Avenue to Portland Avenue, 4th Avenue from Portland Place to Old Shakopee Road)
    The final layer of bituminous has been paved. Punch list work remains.
  • 14th Avenue (between E 96th Street and E 98th Street)
    The final layer of bituminous has been paved. Punch list work remains.
  • Amsden Road (between West Bush Lake Road and Southwest Terminus)
    Initial grading and placement of class 5 is anticipated to complete by the end of the day Fri, September 19. Concrete work is scheduled for the week of September 22.
  • Baillif Place area (includes Baillif Place from France Avenue to Xerxes Avenue, Ewing Avenue from Baillif Place to South Terminus, Drew/Chowen/Beard/Abbott Avenue from Baillif Place to Old Shakopee Road)
    Curb and gutter has been poured on Ewing Avenue, Drew Avenue and Baillif Place to Chowen Avenue with final grading and paving of the first layer of bituminous in this location scheduled for the week of September 22. The Contractor has been granted a noise exception to begin work at 7am on Saturday, September 20 and plans to pour curb and gutter on the remainder of Baillif Place from Chowen Avenue to Zenith Avenue. Pavement removals, storm sewer, grading and placement of class 5 will continue on Beard Avenue, Chowen Avenue and Abbott Avenue the week of September 22.
  • Oxboro District Pedestrian Improvements (includes Lyndale Avenue from W 96th Street to south side of 9700 Lyndale Ave and W 96th Street from Lyndale Avenue to Aldrich Avenue)
    The Contractor may begin saw cutting for removals the week of September 22. This project includes construction of a new sidewalk on the south side of 96th Street from Lyndale Avenue to Aldrich Avenue and on the west side of Lyndale Avenue from 96th Street to the south end of the 9700 property (Freeway Ford), as well as the installation of an enhanced crosswalk (flashing beacon system) at Lyndale Avenue and 96th Street along with a new transit shelter on the east side of Lyndale Avenue.

2014-102 PMP Street Maintenance Project

  • W. 98th Street (between Normandale Blvd and France Avenue)
    Signal parts for the Little Road have arrived and the Contractor will be finishing the signal work the week of September 22. The signal is anticipated to tested and turned on later in the week. Once the signal at Little Road is complete, the Contractor will work on the Toledo Road signal. The steel for the signal poles at Collegeview Road are anticipated to be shipped the last week in September. Once the poles are onsite, the Contractor will begin work.
  • Killebrew Drive (between TH 77 ramp and Old Shakopee Road)
    The Contractor will be milling September 22 and 23 starting at 5 AM both days. Once milling is complete, they will install temporary striping and begin raising iron. Paving is scheduled for September 29 and 30, with early morning starts.
  • E. Old Shakopee Road (between 24th Avenue to 370' east)
    The Contractor will be milling September 22 and 23 starting at 5 AM both days. Once milling is complete, they will install temporary striping and begin raising iron. Paving is scheduled for September 29 and 30, with early morning starts.
  • Killebrew South Service Road
    The Contractor will be milling September 22 and 23 starting at 5 AM both days. Once milling is complete, they will install temporary striping and begin raising iron. Paving is scheduled for September 29 and 30, with early morning starts.

2014-101 PMP Street Improvement Project

84th Street closure and detour W 84th Street will be closed from France Avenue to Washburn Avenue starting in the early AM on Saturday, September 20 (weather permitting) and reopening by the late afternoon. The detour route will utilize France Avenue, American Boulevard and Penn Avenue. Xerxes Avenue will also be closed at W 84th Street with a detour that will utilize W 86th Street and Penn Avenue. The Contractor will be paving the final layer of bituminous during the closure.

  • W 84th Street (between France Avenue and Washburn Avenue)
    The remainder of the concrete work and restoration in the area is nearly complete and will complete the week of September 15. The final layer of bituminous is scheduled to be paved on Saturday, September 20 (weather permitting) under a full closure of W 84th Street from France Avenue to Washburn Avenue. The detour route will utilize France Avenue, American Boulevard and Penn Avenue. Xerxes Avenue will also be closed at W 84th Street with a detour that will utilize W 86th Street and Penn Avenue. The only work that will remain other than final striping, is the installation of the signal system at 84th Street and Xerxes Avenue which will occur when the poles are delivered. This is anticipated to occur in October 2014. The intersection of 84th Street and Xerxes Avenue will remain at an all way stop until the signal system installation is complete.
  • Portland Place area (includes Portland Place from 3rd Avenue to Portland Avenue, 4th Avenue from Portland Place to Old Shakopee Road)
    Sod installation and raising of manholes and gate valves are complete. The final layer of bituminous is scheduled to be paved the week of September 15.
  • 14th Avenue (between E 96th Street and E 98th Street)
    Sod installation is anticipated to complete by the end of the day Friday, September 12. The Contractor plans to complete raising manholes and gate valves in the area early in the week of September 15 with paving of the final layer of bituminous to follow later in the week.
  • Amsden Road (between West Bush Lake Road and Southwest Terminus)
    Storm sewer work is complete. Grading and placement of class 5 is scheduled to start early in the week of September 15.
  • Baillif Place area (includes Baillif Place from France Avenue to Xerxes Avenue, Ewing Avenue from Baillif Place to South Terminus, Drew/Chowen/Beard/Abbott Avenue from Baillif Place to Old Shakopee Road)
    Grading and placement of class 5 is complete on Ewing Avenue, Drew Avenue and Baillif Place to Drew Avenue. The Contractor has been granted a noise exception to begin work at 7 a.m. on Saturday, September 13 and plans to prep for curb and gutter placement and may begin pouring curb and gutter. Concrete work will continue in this area early in the week of September 15. Pavement removals, storm sewer, grading and placement of class 5 will continue on Baillif Place, Chowen Avenue and Beard Avenue the week of September 15.

2014-102 PMP Street Maintenance Project

  • W. 98th Street (between Normandale Blvd and France Avenue)
    Traffic signal work will continue at Toledo Road, Little Road and Collegeview Road the week of September 8. The Contractor is waiting for various parts for the signals.
  • Killebrew Drive (between TH 77 ramp and Old Shakopee Road)
    The Contractor will continue with removals in various locations the week of September 1 along with pouring curb and sidewalk and storm sewer work. The exiting left turn lanes and entrance lanes on 20th Ave (MOA Gate 2) will be closed until midafternoon Friday, September 12 for concrete work starting early Monday, September 8. The right out lane will be open along with the right in lane. Signing will be posted to direct traffic for these lane closures. Various lane closures will occur throughout the project. Temporary pedestrian routes will be setup where sidewalk work is being completed.
  • E. Old Shakopee Road (between 24th Avenue to 370' east)
    The Contractor will continue curb and sidewalk work in various locations the week of September 8. Various lane closures will occur throughout the project. Temporary pedestrian routes will be setup where sidewalk work is being completed.
  • Killebrew South Service Road
    The Contractor will continue curb and sidewalk work in various locations the week of September 8 along with storm sewer work. Various lane closures will occur throughout the project. Temporary pedestrian routes will be setup where sidewalk work is being completed.

    Traffic remains shifted to the center lanes of W 84th Street from Xerxes Avenue to France Avenue. Retaining wall installation on the north side of 84th Street at Xerxes Avenue is complete. The remainder of the concrete work is anticipated to complete the week of September 8. Restoration around the wall and the remainder of restoration along the corridor will follow the concrete work the weeks of September 8 and 15. The Contractor is anticipating paving the final layer of bituminous on September 20 (weather permitting) under a full closure of W 84th Street from France Avenue to Washburn Avenue. More information will be given when a schedule is determined. The only work that will remain is the installation of the signal system at 84th Street and Xerxes Avenue which will occur when the poles are delivered. This is anticipated to occur in October 2014. The intersection of 84th Street and Xerxes Avenue will remain at an all way stop until the signal system is complete.
  • Harriet Avenue area (includes Harriet Avenue from W 93rd Street to South Terminus, Garfield Avenue from W 93rd Street to South Terminus)
    The final layer of bituminous has been paved. Punch list work remains.
  • Drew Avenue area (includes Drew Avenue from W 109th Street to W 110th Street, Ewing Avenue from W 109th Street to W 110th Street)
    Paving of the final layer of bituminous is complete. Punch list work remains.
  • Portland Place area (includes Portland Place from 3rd Avenue to Portland Avenue, 4th Avenue from Portland Place to Old Shakopee Road)
    Sod installation has started and is anticipated to complete by early in the week of September 8. Raising of manholes and gate valves will follow sod installation.

    The Contractor has been granted a noise exception for Saturday, September 6 to start at 7am and plans to continue boulevard restoration. The first layer of bituminous has been paved. Paving of bituminous driveways is anticipated to complete by early in the week of September 8. Boulevard restoration will continue the week of September 8 along with sod installation.

  • Amsden Road (between West Bush Lake Road and Southwest Terminus)
    Centerpoint Energy has finished there gas main relocation work in the area. Storm sewer work is scheduled to occur the week of September 1.
  • Baillif Place area (includes Baillif Place from France Avenue to Xerxes Avenue, Ewing Avenue from Baillif Place to South Terminus, Drew/Chowen/Beard/Abbott Avenue from Baillif Place to Old Shakopee Road)
    Pavement removal is complete on Ewing Avenue, Drew Avenue and Baillif Place up to Drew Avenue. Storm sewer work in the area of removal has started and is anticipated to complete early in the week of September 1. Storm sewer work will be followed by grading and placement of class 5 the week of September 1.

Boulevard restoration and sod placement has started and will continue the week of August 25. Traffic has been shifted to the center lanes of West 84th Street from Xerxes Avenue to France Avenue. Retaining wall installation on the north side of 84th Street at Xerxes Avenue is anticipated to complete the week of August 25. The Contractor is anticipating paving the final layer of bituminous in early September.     Pavement removal, storm sewer work and initial grading and placement of class 5 are all complete. Concrete work is anticipated to start on Fri, August 22 (weather permitting) and complete early in the week of August 25. The Contractor has been granted a noise exception to start of 7am on Saturday, August 23 and plans to continue concrete work (weather permitting).
  • Amsden Road (between West Bush Lake Road and Southwest Terminus)
    Pavement reclamation is complete. Storm sewer work has been slightly delayed to allow for CenterPoint Energy to relocate gas main in a few locations along the corridor. CenterPoint Energy is scheduled to do this work the week of August 25. Storm sewer work will follow gas main relocation.
  • Baillif Place area (includes Baillif Place from France Avenue to Xerxes Avenue, Ewing Avenue from Baillif Place to South Terminus, Drew/Chowen/Beard/Abbott Avenue from Baillif Place to Old Shakopee Road)
    Tree removal has started and will continue the week of August 25. Pavement removal is scheduled to begin in the west end of the area the week of August 25 along with the start of storm sewer work.

2014-102 PMP Street Maintenance Project

84th Street closure and detour
  • W. 106th Street (between Xerxes Ave and Humboldt Ave)
    W. 106th Street will be closed between Xerxes Avenue and Humboldt Avenue starting at 5 a.m. August 22 for paving with a detour provided that will utilize Humboldt Avenue, W. 100th Street, Old Shakopee Road and Xerxes Avenue. Paving is anticipated to be complete by mid afternoon August 22. The scheduled rain day is for August 23.

2014-101 PMP Street Improvement Project

  • W 84th Street (between France Avenue and Washburn Avenue)
    The first two lifts of bituminous have been paved in the Phase 2 area. Xerxes Avenue is currently closed at W 84th Street and is anticipated to reopen the week of August 18. The Contractor is reconstructing the south side of W 84th Street from Xerxes Avenue to Washburn Avenue during this closure. Concrete placement along with grading and class 5 placement have completed in this area and paving of the first two layers of bituminous is anticipated to complete by the end of the day Saturday, August 16 (weather permitting). The Contractor has been granted a noise exception for Saturday, August 16 to start at 7am and plans complete paving in the area and continue boulevard restoration. Traffic will be shifted to the center lanes of W 84th Street from Xerxes Avenue to France Avenue the week of August 18 to allow for boulevard restoration and sod/seed installation on both sides of 84th Street.
  • 4th Avenue (between 84th Street and 79 ½ Street)
    Sod installation is complete. The Contractor has started raising manholes and gate valves and will complete early in the week of August 18. The Contractor has been granted a noise exception for Saturday, August 16 to start at 7am and plans to continue raising manholes and gate valves in the area. The final layer of bituminous is anticipated to be paved the week of August 18 or 25.
  • Harriet Avenue area (includes Harriet Avenue from W 93rd Street to South Terminus, Garfield Avenue from W 93rd Street to South Terminus)

This phase is anticipated to take approximately 1 month. Westbound 84th Street will remain open to one lane during this phase. The Contractor will be reconstructing the 84th Street in this location during the closure.

2014-102 PMP Street Maintenance Project

  • W. 98th Street (between Normandale Blvd and France Avenue)
    The Contractor will be pouring curb between Rich Road and Normandale Blvd the week of July 7. Other concrete work and topsoiling will continue throughout the project area. It is anticipated that traffic will be switched to the outside lanes Tuesday, July 8. The Contractor will then begin removals and storm sewer work on the inside lanes. Work on the traffic signals will continue.
  • E. 84th Street (between Nicollet Avenue and Stevens Avenue & between 2nd Avenue and Portland Avenue)
    The Contractor will be seeding/sodding and finish striping the week of July 7.
  • W. 106th Street (between Xerxes Ave and Humboldt Ave)
    City staff will be surveying and marking for removals the week of July 7. Anticipated construction start is the week of July 14. Advance warning signs for construction will be installed Monday, July 7.
  • W. 84th Street (between Washburn Avenue and Penn Avenue)
    This portion of W 84th Street is part of the 2014-102 PMP Street Maintenance Project. The Contractor will be installing storm sewer, finish street grading and installing curb and gutter on the south side of the street the week of July 7. Traffic will remain on the north side of the street.

  • W 84th Street (between France Avenue and Washburn Avenue)
    Eastbound 84th Street is currently closed from France Avenue to Xerxes Avenue with a detour provided that utilizes France Avenue, American Boulevard and Penn Avenue. Pavement removal and utility work is complete in the closed area. The Contractor has started grading and placing class 5 and will continue the week of June 30. The Contractor has been granted a noise exception for Saturday, June 28 from 7am-9am and plans to continue grading and placing class 5. The bases for the new signal poles and cabinets have been poured.
  • W 84th Street (between Washburn Avenue and Penn Avenue)
    This portion of W 84th Street is part of the 2014-102 PMP Street Maintenance Project. The Contractor will be finishing storm sewer work along with curb removal and beginning turn lane construction the week of June 30. Traffic will be diverted to the outside lanes Monday, June 30 for storm sewer work. Once this work is completed, all traffic will then shift to the north two lanes and work will begin along the south side of the street.

    The Contractor will be installing topsoil, seeding/sodding and pavement markings the week of June 30. Signal loops will be installed on Nicollet Avenue at the intersection with E. 84th Street.

The Contractor has been granted a noise exception for Saturday, June 21 from 7 a.m. - 9 a.m. in this area and plans to remove pavement within the closed area. The Contractor has removed the signal poles at 84th Street/Xerxes Avenue and plans to excavate and pour bases for the new poles the week of June 23. The intersection is currently an all way stop and will remain for the duration of construction. Removals, grading and placement of class 5 gravel is scheduled to begin the week of June 23. Storm and sanitary sewer work is scheduled to begin the week of June 23 and will require a complete closure of W 84th Street between Beard and Chowen Avenue. This closure is scheduled to occur on Tues, 6/24 and Wed, 6/25 (weather permitting). A detour will be provided for the closure that utilizes France Avenue, American Boulevard and Penn Avenue.

    The Contractor will begin curb removal and pour curb on the north side the week of June 23 along with storm sewer work. Traffic will continue using the south two lanes.

Eastbound 84th Street will be closed from France Avenue to Xerxes Avenue starting June 19 with a detour provided that will utilize France Avenue, American Boulevard and Penn Avenue. This phase is anticipated to take approximately 1 month. Westbound 84th Street will remain open to one lane during this phase. Pavement sawcutting and removal are scheduled to follow the set-up of the closure later in the week with storm and sanitary sewer work to follow the week of June 23. This storm and sanitary work will require intermittent 1-2 day complete closures of W 84th Street, utilizing the same detour and more information will be given when a schedule is determined.
  • Upton Avenue area (includes Upton Avenue from W 106th Street to W 108th Street, Vincent Avenue from W 106th Street to W 108th Street)

Due to the sanitary sewer and storm sewer work, the intersection of 1st Avenue will be closed during working hours Tuesday and Wednesday and the intersection of 4th Avenue will be closed during working hours Thursday and Friday. These intersections will be opened at night.

    The Contractor will begin curb and sidewalk removals the week of May 27th along with utility work. Traffic control for Phase 1 will be setup Tuesday, May 27th, middle lanes will be closed between Normandale Boulevard and Rich Road. This work consists of removing parts of the center median between Normandale Boulevard and Rich Road for traffic crossovers. Once these areas are removed and paved, traffic control will be switched over to Phase 2. During Phase 2, all traffic between Normandale Boulevard and Rich Road will be on the north two lanes of W. 98th Street. For Phase 2, the Contractor will be removing curb and working on utilities in this area. Temporary watermain will be setup along the south side of W. 98th Street near Normandale Boulevard. Traffic control will be changing throughout construction.
